Dr. John R. Buchanan is an Associate Professor and is on the
faculty of the Biosystems Engineering and Soil Science Department
at the University of Tennessee. He has 31 years of teaching, research,
and outreach experience in the areas of onsite and decentralized
wastewater management, water supply, water quality and storm
water engineering. Dr. Buchanan has B.S. and M.S. degrees in
Agricultural Engineering and a Ph.D. in Civil Engineering, all
from The University of Tennessee. John is a member of the Water
Environment Federation, Soil and Water Conservation Society,
NOWRA, and the American Society of Agricultural and Biological
Engineers. He is a registered professional engineer in Tennessee.
Jennifer Casey is the Public Information Officer for the Town of
Collierville. She has worked for the Town of Collierville for seven
years, previously as the Digital Media Specialist and a Writer. She
is native to the Memphis area and a Journalism graduate of the
University of Memphis. integral team member and key to project success.
Alan Childers, P.E. has over 40 years of experience in the Civil
Engineering profession, with primary emphasis in transportation
and public works. He has spent the past 31 years working as a
consulting engineer in East Tennessee. For ten years Alan was
an Adjunct Professor teaching civil engineering classes for the
UT Department of Civil Engineering and currently teaches
Transportation short courses at the UT Center for Transportation
Research, TTAP. Alan has been with CCI since 1999.
John C. Chlarson, P.E., Public Works/Engineering Consultant,
University of Tennessee Municipal Technical Advisory Service
(MTAS), has over 30 years’ experience in a wide variety of
engineering applications. As an MTAS Public Works Consultant,
he provides professional advice and technical assistance on a wide
range of complex technical issues to Department Directors, Mayors,
City Managers, and other elected and appointed municipal officials.
Houston Daugherty, P.E., President and CEO, has 25+ years
of experience helping clients meet their goals. He has a diverse
background and has gained his experience working with the public
sector and manufacturing consulting. As Senior Vice President of
Business Development, Houston is responsible for setting corporate
growth objectives, identifying changing markets, new market
opportunities, client engagement, outreach and inreach, employee
development and coaching. Houston has been with CCI since 2010.
Don Diego is VP of Sales at Safe Fleet for Waste & Recycling
division.
Kathleen Gibi is Executive Director of Keep the Tennessee River
Beautiful. Formerly Public Affairs Specialist at the City of Knoxville, Professional Engineer in TN. He has over 15 years of experience
she was assigned to handle communications for the Public Works
Department after joining the city in 2004.
Bubba Greer, CFHP has over 23 years of experience in the
Telecom industry, serving as Outside Plant Engineer, Logistics
Manager, Project Manager and Data Infrastructure Installation
Lead. He has performed Make Ready designs for telecommunication
providers and reviewed numerous facilities in previous employment
with a telecommunications company. His expertise and hands-
on experience in communications is unmatched and make him a
valuable member to our team.
Jeff Johnston is currently the Vehicle Shop Manager for the City
of Knoxville Fleet Services Department, a position he has held
since 2015. Jeff is also a certified ASE Master Technician for both
Automobiles and Medium-Heavy Trucks with more than 25 years of
experience in the field.
Mike Marino, P.E., is the Operations Manager in the Jacobs
Chattanooga, Tennessee office, and Program Manager for the City
of Chattanooga Consent Decree Program. Mike has more than
26 years of consulting, management, and project engineering
experience. Mike earned his BS in Chemical Engineering from
Rutgers University and MS in Environmental Engineering from
Mississippi State University. Mike’s professional interests include,
wastewater collection system engineering, program management
office development and execution, and wet weather consent decree
negotiation.
Josh Paz, P.E., Senior Project Manager for Civil Utilities, has
10 years of experience in project management and construction
management as well as design of water and wastewater treatment
facilities, water pump stations, sewer lift stations, water storage
facilities, water/wastewater distribution and collection systems. His
demonstrated success assisting clients enhancing and improving
various infrastructure with innovative solutions make him an

Xavier Pedeux, P.E., is a Senior Project Manager with the
Jacobs Engineering Chattanooga office, where he is responsible
for developing solutions for the City’s Consent Decree Program.
Xavier has 20 years of experience in the water and sewer industry.
He started his career with a water utility in the Greater Paris
area, France, and then with a major water utility in Melbourne,
Australia. After that, he worked as an international water and
sewer consultant in various continents, and then got involved
in the Cleveland, OH wet weather Consent Decree Program and
the Detroit, MI water & sewer Capital Improvement Program.
Xavier is a licensed Professional Engineer in Tennessee. He earned
a Bachelor and Masters in Civil Engineering and a Masters in
Physics from the Universities of Paris and Grenoble, France, and
Manchester, UK.
Reuben Robertson, E.I. is a Project Manager with LDA, serving
in the greater Tri-Cities area out of their Johnson City Office. He
is a graduate of University of Tennessee Knoxville. Earning his
B.S. in civil engineering, with concentrations in geotechnical and
transportation engineering. Reuben has recently focused his effort
performing water and sewer rehabilitation and design, streetscape
design, and environmental sampling and analysis. He serves
TCAPWA as a sponsor and presenter at local, branch, and statewide
functions, continuing to work with Public Works officials providing
creative solutions to infrastructure challenges.
Ethan W. Skaggs, P.E. is a Principal Engineer with LDA, serving
public works professionals across the state out of their Memphis
Office. He obtained his BSCE from the University of Memphis,
concentrating in Transportation Engineering, and is a licensed
in both the private and public sectors; studying, designing,
constructing, and managing major infrastructure projects. Ethan
has served TCAPWA and the West Branch YP Representative and is
currently serving as the West Branch Director.
Lisa Hood Skinner, CTA is a seasoned journalist, brand strategist
and marketer who’s lived and worked around the world. In recent
years she’s provided communications/strategic messaging for East
Tennessee’s Innovation Valley and Tennessee Valley Authority. In the
last six years, she has won five Golden Press Card Awards from the
Society of Professional Journalists, East Tennessee chapter.
