2021 TCAPWA Award Recipients
A.C. LOCK PUBLIC WORKS LEADER OF THE YEAR AWARD
JUSTIN HOLLAND, Client Account Manager,
Jacobs Engineering
Justin Holland, Client Account Manager, Jacobs Engineering,
and member of TCAPWA since 2005, has served the Chapter
in an exceptional capacity over the past several years. He has
filled almost every office in the organization, starting out on
committees and then moving to Lower East Branch Director,
Vice President, President Elect and President (for two years.) He
has represented Tennessee at the state and national conferences
for several years. While Administrator of the Chattanooga
Public Works Department, Holland encouraged his staff to
take positions of responsibility in the Chapter as well. Holland’s
leadership during a difficult two years has been positive,
consistent, and resilient.
W. LARRY EDDINS AWARD
KRISTIN FRANKLIN, General Supervisor,
Chattanooga Department of Public Works,
Citywide Services Division
Kristin Franklin has worked with the City of Chattanooga for
the last 16 years, moving up from Refuse Inspector to Crew
Scheduler and into her current position of General Supervisor.
She was nominated by Ricky Colston, Chattanooga Department
of Public Works Director of the Citywide Services and Rusty
Blevins, Deputy Director of the Chattanooga Department of
Public Works Citywide Services Division. The nominators
cited the heavy workload Franklin faces on the job, scheduling
and monitoring the work of 120 public works employees, as
well as her service to the local APWA chapter, most notably
coordinating the heavy equipment rodeos for the city’s
competitors.
TENNESSEE CHAPTER - AWARD OF MERIT
MARK PINKSTON, Public Service Department
Service Area Central, City of Knoxville
Mark Pinkston has served since 1997 with the Public Service
Department Service Area Center, City of Knoxville. Friendly
and courteous with his coworkers and the public, he can be
relied upon to complete whatever task is placed in front of
him. Currently an Equipment Operator II, he runs the knuckle
boom in the areas immediately outside downtown Knoxville,
including the Fort Sanders neighborhood beside the University
of Tennessee. He supports special events in downtown and
surrounding areas, and can be counted on to fill overtime needs,
odd shifts and long hours. In addition to his dedication as a
Public Service employee, for years he has been a community
leader by coaching local youth softball programs.
