2024 TCAPWA Annual
Awards Recipients
A.C. Lock Public Works Leader of the Year Award
Regina (Santana) Calvo-Arline, Lebanon Utilities Director
Established in long-time leader A.C. Lock’s memory, this award is given to the
Chapter’s Past President, following their year of service and honoring their dedication Santana
to the Tennessee Chapter and the ideals of APWA.
This year’s award is presented to TCAPWA Past President, Regina (Santana) Calvo-
Arline, Utilities Director for the City of Lebanon. A member of TCAPWA since 1999,
Calvo-Arline has served on a variety of committees and has held the office of Middle
Branch Director, Vice President, President Elect and President. She was the first female
to hold the office of President in the 70-year history of the Chapter. She looks forward to
staying active and hopes to promote and encourage more women to be involved in the
Chapter.
W. Larry Eddins Award
Mark Miller, Pigeon Forge Public Works Director and TCAPWA
Chapter Administrator
This award was established to honor a member who deserves recognition for their work Miller
performed on behalf of APWA through his/her chapter.
This year’s award is presented to Mark Miller, TCAPWA member since 1985. Miller has
promoted the Chapter and APWA for years. He came up through the ranks serving as
President in 1991. He is a lifetime TCAPWA member, actively involved in promoting
the Association across the state of Tennessee as Chapter Administrator, a roll he took on
in 2013.
Roger Clark Award
Klair Kimmey, TPW Magazine Publisher, TPWI Co-Chair
The Roger Clark Award honors a Tennessee Chapter member for excellent work done on
behalf of the chapter.
This year’s award is presented to Klair Kimmey who since 2015, has published TPW
Magazine and has supported many aspects of the Chapter’s membership outreach. In
2023 Kimmey became a major contributor in keeping the Tennessee Public Works Kimmey
Institute (TPWI) active and moving forward when there had been discussion of a
possible hiatus. Kimmey stepped up and helped lead a team to deliver two successful
TPWI years with increased attendance and volunteer involvement.
Edward C. Archer Young PW Leader of the Year Award
Tiffany Howlett, Germantown Capital Improvements Program Manager
Established in Ed Archer’s honor, this award is presented to a young individual, who
over their young professional career, has contributed to the advancement of Public
Works and our Tennessee Chapter.
This year’s award is presented to Tiffany Howlett, an up-and-coming young professional
in Public Works. She is eager to be more involved in the Chapter and attended her first
National Conference in 2024 where she represented Tennessee at the YP Summit held
in advance of PWX in Atlanta.
