         John Chlarson, P.E., C.P.M., is a public works, engineering and utilities consultant for the University of Tennessee’s Municipal Technical Advisory
         Service, an agency of the UT Institute for Public Service. Chlarson also serves as TCAPWA Chapter Secretary and Co-Chair of the TCAPWA’s
         Tennessee Public Works Institute (TPWI).
         Bryon Fortner is with Charles Blalock & Sons, Inc. 
         Kristen Franklin is Lower East Branch Director for TCAPWA and General Supervisor for City of Chattanooga.
         Scott Jenkins is TCAPWA Upper East Branch Director and the Fleet Services Deputy Director for the City of Knoxville.
         Scott Keith is Assistant Director of Public Works for the Town of Greeneville.
         Klair Kimmey is Publisher of Tennessee Public Works Magazine. She earned a BFA from the University of Tennessee. Kimmey also serves as Co-
         Chair of the TCAPWA’s Tennessee Public Works Institute (TPWI).
         Aaron Rimes is Senior Regional Consultant for Roadway Management Technologies.
         Lisa Hood Skinner, CTA, is a seasoned journalist, brand strategist and marketer who’s lived and worked around the world. In recent years she’s
         provided communications/strategic messaging for East Tennessee’s Innovation Valley and Tennessee Valley Authority. Within the last decade, she’s
         won five Golden Press Card Awards from the Society of Professional Journalists, East Tennessee chapter. 
         Kimberly M. Strong is TCAPWA President and Director of the Office of Constituent Services for Mayor Tim Kelly’s Office, City of Chattanooga.
         She is APWA Accreditation Program Evaluator Team Leader, served as Past APWA Nominating Committee Chair, and former Diversity, Equity and
         Inclusion Committee Chair.
         Errol Williams is Public Information Officer for the City of Chattanooga Public Works.
         Jerramy Wood is the City of Chattanooga’s Administrator of Public Works. He joined the city government following a 26-year career in the U.S.
         Army, where he achieved the rank of Command Sergeant Major before retiring in April 2023. His initial roles within the city included serving as the
         Human Resources Business Partner for the Police Department and subsequently as the Deputy Administrator of Wastewater at Moccasin Bend.
