For almost 38 years, Jonas Smelcer has served as Superintendent Permit No. 592
of Roads for Sevier County. He has transformed Sevier County from
600 gravel roads to today’s collection of smooth, paved roads that transport millions of visitors to the
Great Smoky Mountains and Sevierville every year.
When Smelcer began his career, the Sevier County Highway Department had one crew with
one Blaw-Knox paver and one roller. He took what started as a $400,000, chip seal program and
transformed it into one of the smoothest running highway departments in the state. Smelcer stated
that the residents of Sevier County have become accustomed to quality roads and he intends to
continue that expectation.
Sevier County has grown throughout Smelcer’s time as Superintendent of Roads and gravel roads
are a thing of the past. Currently, Sevier County Highway Department has over 60 employees,
including two paving crews, and manages their own quarry. They are proud to own two Cat CB44B
Split Drum Vibratory Rollers, two Cat AP500F Wheel Pavers, two Cat 320 Excavators, a Cat 930M
Wheel Loader, a Cat 416F Backhoe Loader, and a Cat CS-431C Soil Compactor.
