2025 TCAPWA Annual
Awards Recipients
A.C. Lock Public Works Leader of the Year Award
Kimberly Strong - Chattanooga - TCAPWA Outgoing President
Established in long-time leader A.C. Lock’s memory, this award is given to the
Chapter’s Past President, following their year of service and honoring their dedication Strong
to the Tennessee Chapter and the ideals of APWA.
The A.C. Lock Public Works Leader of the Year award goes to Kimberly Strong for
her hard work and innovative spirit during her TCAPWA presidential year. She is
Constituent Services Manager in the Office of Chattanooga Mayor, Tim Kelly. Strong
has served TCAPWA and APWA in many arenas, including as an APWA Accreditation
Program Evaluator Team Leader, serving as Past APWA Nominating Committee Chair,
and as former Diversity, Equity and Inclusion Committee Chair.
W. Larry Eddins Award
Casin Swann – TCAPWA Middle Branch Director
This award was established to honor a member who deserves recognition for their work
performed on behalf of APWA through his/her chapter.
The W. Larry Eddins Award goes to TCAPWA’s Middle Branch Director, Casin Swann. Swann
Swann works as Vice President of Business Development at Pavement Restorations
Inc. As Middle Branch Director, he championed professional development in a variety
of ways, including making sure his branch holds regular meetings highly focused on
professional development and innovation.
Roger Clark Award
John Chlarson- MTAS - TCAPWA Secretary
The Roger Clark Award honors a Tennessee Chapter member for excellent work done on
behalf of the chapter.
The Roger Clark Award goes to John Chlarson, who is a Public Works consultant for
the University of Tennessee Municipal Technical Advisory Service (MTAS). He also
serves as TCAPWA Secretary. Chlarson is co-chair of the Tennessee Public Works
Institute, writes articles for Tennessee Public Works Magazine, and is Secretary (ad-hoc)
of the Tennessee Stormwater Association (TNSA) and a member of the APWA Water
Resources Management Committee and Knowledge Team. Chlarson
Edward C. Archer Young PW Leader of the Year Award
Cory Newman - Client Services Lead and P.E. at LDA Engineering
Established in Ed Archer’s honor, this award is presented to a young individual, who
over their young professional career, has contributed to the advancement of Public
Works and our Tennessee Chapter.
Scott Jenkins, the City of Knoxville’s Fleet Services Deputy Director, said he nominated
Newman “because he is an excellent example of a dedicated leader who upholds a
deep commitment to his local community.” A Client Services Lead, Newman consults
with organizations and municipalities to address public works, infrastructure, and
transportation needs. Additionally, Jenkins shared, “Cory’s friendliness and willingness
to assist and be involved with TCAPWA meetings has been invaluable and demonstrates
his passion for this field.” Newman
