works in Alcoa and Maryville as part of her job as city government reporter for The Daily Times.
Nicholas Bradshaw is Director of Fleet Services for the City of Knoxville and Vice President of TCAPWA.
Jennifer Casey is the Public Information Officer for the Town of Collierville. She has worked for the Town of Collierville for

Donna Osmon is Administrative Assistant for the City of Columbia Public Works Department.
Ethan W. Skaggs, P.E. is a Principal Engineer with LDA, serving public works professionals across the state out of their
Memphis Office. He obtained his BSCE from the University of Memphis, concentrating in Transportation Engineering, and
is a licensed Professional Engineer in TN. He has over 15 years of experience in both the private and public sectors; studying,
designing, constructing, and managing major infrastructure projects. He has served TCAPWA and the West Branch as YP
Representative and is currently serving as the West TN Branch Director.
Lisa Hood Skinner, CTA is a seasoned journalist, brand strategist and marketer who’s lived and worked around the world. In
recent years she’s provided communications/strategic messaging for East Tennessee’s Innovation Valley and Tennessee Valley
Authority. In the last six years, she has won five Golden Press Card Awards from the Society of Professional Journalists, East
Tennessee chapter.
