Roger Clark Award
          Phillip Jones, Assistant Director of Operations

          Metro Nashville Public Works

Jones     Phillip Jones has held the positions of Branch Director, President Elect, and now
          President of the Tennessee Chapter of APWA. He continues to strengthen the
          Chapter and build strong relationships at all levels. On an annual basis, Jones
          drives the Association to new heights. His leadership contributions continue to
          set the bar high for new leaders while keeping the focus on the Association and
          its members. Jones plays a vital role in supporting the Chapter’s strategic plan
          and growing the Association. His staff has also been encouraged to be involved,
          and several members play active roles on leadership committees. Jones is an
          outstanding Public Works professional, with over 23 years of service with Metro
          Nashville Public Works. He is a long-standing member of APWA and brings an
          outstanding record and dedication to the Chapter.

          Frank Kirk Meritorious Service Award
          John Anderson, Stringfellow, Inc., Nashville

          John Anderson has been an active member of the Tennessee Chapter of
          APWA since joining in 2009. For the past several years he has volunteered as
          chairman of the Conference Committee. Under his leadership, attendance and
          sponsorship have grown steadily. Anderson has also chaired other committees
          in the past and has been very active in the organization. He works diligently to
          ensure that the Chapter’s goals and objectives are met.

Anderson  Edward C. Archer Young Public Works Leader of the Year Award
          Kristin Franklin, City of Chattanooga

Franklin  Kristin Franklin has been an asset to the Department of Public Works since her
          hire. She continues her success in leading the City Wide Services Division in
          customer relations and keeping the division on task. During a time of transition,
          she remained a steady and positive presence. Franklin served as the division’s
          responder to CHATT311 requests, ensuring customer requests were completed
          to the satisfaction and need of our customers.
          While serving in her role in the City Wide Service Division, she had a great deal
          of turnover due to retirements and promotions. During this transition many
          key personnel were lost, but she volunteered her knowledge and expertise by
          accepting additional responsibilities to ensure our division was successful in
          our commitments and trusted services we provide on a daily basis. Franklin
          coordinates the Chattanooga Public Works Rodeo Events.

                                                                                                            Green Infrastructure
                                                                                                            Demonstration Project

                                                                                                            The project serves as a model for replication
                                                                                                            in other areas where green infrastructure
                                                                                                            practices can be established and monitored
                                                                                                            to determine changes in water quality
                                                                                                            and quantity. This green infrastructure
                                                                                                            demonstration project was required by
                                                                                                            Chattanooga’s Consent Decree with the
                                                                                                            EPA. See article on page 18.
