         Existing Projects Factored In         Heat Map
           These existing projects were retained
         to add to the final deliverable. To
         identify new project sites, both
         sides of the street were analyzed for
         constructability starting with the highest
         scoring segment. Constructability
         factors included: connection to existing
         sidewalk, presence of curb and gutter,
         existing stormwater infrastructure,
         existing grade, and existing right-of-
         way. Once a project was identified, these
         elements influenced what timeline a
         project would follow.
           For example, if a project could be
         implemented quickly, its timeline might
         fall within the first year of the three-year
         workplan. A project that would be more
         complex and therefore take longer, might
         have design starting in year one, and
         construction in year two or year three.
           This was an iterative process that
         involved focused engineering to
         determine project feasibility. The result
         was a list for both sidewalk and bikeway
         projects that outlined when and where
         NDOT planned construction over the
         next three years.
