Stacey Crockett is Senior Communications Manager, City of Germantown.
Taylor Hagood, EI is a Principal Engineer and Client Service Lead for LDA Engineering’s Nashville Office. After receiving his B.S.
in Civil Engineering from the University of Tennessee Knoxville, he joined LDA’s team to provide project and program management
focused on client service. He is also TNEPSC Level I and II and NASSCO certified.
Robert Knecht is City of Memphis Public Works Director.
Klair Kimmey is publisher of Tennessee Public Works Magazine. She earned a BFA from the University of Tennessee. After a
successful corporate career, she has for the past 22 years managed her own design firm, K. Kimmey Design and has published TPW
Magazine since 2015.
Ethan Skaggs, P.E., is TCAPWA West Branch Director, and City Engineer for the City of Germantown. He was Construction
Survey Administrator for the City of Memphis after serving several years as Senior Design Engineer for the City of Memphis,
Division of Engineering. He obtained his BSCE from the University of Memphis, concentrating in Transportation Engineering, and is
a licensed Professional Engineer. Ethan has over 15 years of experience in both the private and public sectors.
Lisa Hood Skinner, CTA is a seasoned journalist, brand strategist and marketer who’s lived and worked around the world. In recent
years she’s provided communications/strategic messaging for East Tennessee’s Innovation Valley and Tennessee Valley Authority. In
the last six years, she has won five Golden Press Card Awards from the Society of Professional Journalists, East Tennessee chapter.
