           John C. Chlarson, P.E., Public Works/Engineering Consultant, University of Tennessee Municipal Technical Advisory
         Service (MTAS), has over 30 years’ experience in a wide variety of engineering applications. As an MTAS Public Works
         Consultant, he provides professional advice and technical assistance on a wide range of complex technical issues to Department
         Directors, Mayors, City Managers, and other elected and appointed municipal officials.
           Calvin D. Clifton serves as Business Development Manager for Mattern & Craig, Inc. He has been an active member of
         APWA since 1996 and has held various offices in the State Chapter including Chapter President and Delegate to the Council of
         Chapters. Calvin is also former chairman of the APWA National Government Affairs Committee and presently serves on the
         Transportation Committee.
           Charlene DeSha is Executive Director of the Tennessee Stormwater Association.
           Bryon Fortner is Public Works Director for the City of Sevierville. In addition he has served as part-time youth minister at
         First Baptist Church, Gatlinburg for over 25 years.
           Klair Kimmey is Publisher of Tennessee Public Works Magazine. She earned a BFA from the University of Tennessee. After a
         successful corporate career, she has for the past 17 years managed her own design firm, K. Kimmey Design.
           Clay McCammon is AmeriCorps Member for Keep the Tennessee River Beautiful.
           Lisa Hood Skinner, CTA is a seasoned journalist, brand strategist and marketer who’s lived and worked around the world. In
         recent years she’s provided communications/strategic messaging for East Tennessee’s Innovation Valley and Tennessee Valley
         Authority. In the last six years, she has won five Golden Press Card Awards from the Society of Professional Journalists, East
         Tennessee chapter.
