Kristin Franklin is City of Chattanooga General Supervisor in Water Quality. Franklin also serves as TCAPWA Lower East Branch
Director.

Kathleen Gibi is Executive Director of Keep the Tennessee River Beautiful. Formerly Public Affairs Specialist at the City of Knoxville,
she was assigned to handle communications for the Public Works Department after joining the city in 2004.
Kathy Glapa is with the Office of Sustainable Practice, State of Tennessee.
Scott Jenkins is Fleet Services Deputy Director for the City of Knoxville. Jenkins also serves as TCAPWA Upper East Branch
Director.
Klair Kimmey is Publisher of Tennessee Public Works Magazine. She earned a BFA from the University of Tennessee. After a
successful corporate career, she has for over 23 years managed her own design firm, K. Kimmey Design.
Donna Osmon is Senior Administrative Assistant for the City of Columbia Public Work Department.
Lisa Hood Skinner, CTA, is a seasoned journalist, brand strategist and marketer who’s lived and worked around the world. In recent
years she’s provided communications/strategic messaging for East Tennessee’s Innovation Valley and Tennessee Valley Authority. In
the last six years, she has won five Golden Press Card Awards from the Society of Professional Journalists, East Tennessee chapter.
Casin Swann is Director of Business Development at Pavement Restorations, Inc./PRI of East Tennessee. Swann also serves as
TCAPWA Middle TN Branch Director.
Chad Weth is Public Service Director with the City of Knoxville.
Will Wiley is Public Works Director for the Town of Farragut.
Jonathan Whitfield is the City of Memphis Manager of Street Maintenance. Whitfield also serves as TCAPWA West Branch Director.
