PRESIDENT: Kimberly Strong the membership of TCAPWA
Director of the Office of Constituent Services
Mayor’s Office, City of Chattanooga answered the call!

From the first article I wrote in January 2025, to this my final article as Past President of
PRESIDENT ELECT: Ethan Skaggs the Chapter, the first step we took together sparked a wave of response, turning challenge
BHS Concrete into opportunity and opportunity into lasting change.

        (901) 568-1929 As I reflect over this year’s term, I am reminded of the opportunities I was afforded
before reaching this historical milestone achievement serving as the first black female
VICE-PRESIDENT: Shane Snoderly President. Having previously served in the roles as Council of Chapters Delegate, Lower East
Director of Public Works & Eng., Alcoa Branch Director and serving on the Annual Conference Committee, we integrated a few
        ssnoderly@cityofalcoa-tn.gov enhancements.
        (865) 380-4812
Those enhancements included purchasing branch feather banners and TCAPWA brand
SECRETARY: John Chlarson table coverings, redesigning select annual awards and enhancing the conference attendee
Public Works Consultant, MTAS experience. One of my favorite implementations was during the conference in Knoxville,
john.chlarson@tennessee.edu where conference attendees assembled over 100 bags filled with necessities for their homeless
        (731) 695-2472 population.

TREASURER: Emily Harrell During my term as President, my platform consisted of four focus areas:
City Engineer, Lakeland Reenergizing our Young Professional Committee: We succeeded with the onboarding of
tcapwa.treasurer@gmail.com Tiffany Howlett who met the challenge and did an excellent job.
        (901) 867-5418 Lifetime/Retired Member Engagement: We increased communication with our 40
PAST PRESIDENT: members of this prestigious group. We honored them during this year’s annual conference
Regina (Santana) Calvo-Arline awards luncheon. For those who were not able to attend the conference, they received a letter
        Utilities Director, Lebanon of acknowledgement.
regina.calvo@lebanontn.org Women in Public Works Committee: The City of Chattanooga Women in Public Works
        (615) 444-3647 started with 21 members. They now have over 90 members with no sight of stopping. They
WEST DIRECTOR: Jonathan Whitfield are currently working on three policy areas to invoke change and impact the employees
Street Maintenance Manager, Memphis of the City of Chattanooga. One of those policies is to incorporate a Paid Maternity and
jonathan.whitfield@memphistn.gov Paternity Leave Policy. I am hopeful more agencies will incorporate this committee into your
        (901) 297-0311 workforce.
MIDDLE DIRECTOR: Casin Swann Chapter History Committee: The Executive Board has made a commitment to begin work
Vice President of Business Development on our 75th Anniversary book. Looking back on our humble beginnings to where we are
Pavement Restorations, Inc. now is an intricate part of preserving our chapter’s history. If you have an interest in serving
casin@gotpotholes.net on that committee, please contact Klair Kimmey by email at: klair@tnpublicworks.com.
        (629) 395-8189 A snapshot of my personal favorites that were accomplished this year:
UPPER EAST DIRECTOR: Scott Jenkins The Executive Board participated in a Strategic Planning Meeting which was held in
Fleet Services Deputy Director, Knoxville Chattanooga. Members of the Executive Board met for two full working days to revise our
sjenkins@knoxvilletn.gov chapter’s Bylaws and Orange Book. The last revision of our bylaws was in 2010. Branch
        (865) 755-8625 Directors and Officers generated a wish list for their prospective roles.
LOWER EAST DIRECTOR: Kristin Franklin Our Bylaws were approved by APWA national. Be on the lookout for the revised bylaws
General Supervisor/Stormwater, Chattanooga and Orange Book Revisions. Kudos to John Chlarson for his hard work on this project. A
kfranklin@chattanooga.gov special thank you to the entire Chapter’s Leadership Team for sacrificing two days away from
        (423) 643-6836 your busy schedules to ensure the Chapter moves forward strategically and effectively, and
TPWI COMMITTEE CHAIRS: thank you to the City of Chattanooga for being awesome hosts.
John Chlarson and Klair Kimmey Incorporated President’s Awards during the Chapter’s Annual Luncheon to mimic what
info@tnpublicworks.com other Chapter Presidents and APWA Presidents have done.
        (865) 288-0815 Honored our Public Works colleagues that we have lost. The following names were
CHAPTER ADMINISTRATOR: Mark Miller submitted by conference attendees: Frank Kirk; Gordon Phillips; Donald Stone, Jr.; Ruby
        Public Works Director, Pigeon Forge   Farmer; Johann Coetzee; Candy Stevenson; AC Locke; Jim Templeton; Charles P. Bonieelli;
P.O. Box 1350, Pigeon Forge, TN 37868 Jim Templeton; Paul Clark; Emmett Franklin; and Robert Shipley.
markmillertcapwa@gmail.com We have seen an increase in our membership’s inclusivity. It was apparent during the
        (865) 429-7312 conference in Memphis. There were more females and minorities in attendance. This year’s
TPW MAGAZINE PUBLISHER: Klair Kimmey branch directors outdid themselves in providing education to their membership base. I am
P.O. Box 22491, Knoxville, TN 37933 100% confident that the momentum of engagement will continue, and branch meetings will
klair@tnpublicworks.com continue to grow under their leadership. Continued on page 29
