2019 TCAPWA Awards
from the past five years
The Awards Committee is seeking nominations from our chapter members and friends
for TCAPWA’s 2019 Annual Awards. Please take a few minutes of your time to nominate Project of the Year
someone for the awards listed below. It is an easy way to honor someone who you think has
done a good job for your agency, APWA and TCAPWA. Johnson City Founders Park
Mark Miller Project of the Year Award Pigeon Forge WW Treatment Plant
Recipient: Tennessee municipality for outstanding Public Works project
Knoxville Public Service Ctr.
This award recognizes a project in a Tennessee municipality that epitomizes outstanding Lebanon Gasification Initiative
planning, construction and management. This project becomes the Tennessee Chapter’s
nomination to the National APWA Top Ten Projects of the Year. Chattanooga Anderson Ave.
W. Larry Eddins Award
Recipient: TCAPWA member for work done on behalf of APWA W. Larry Eddins Award
Established in Larry Eddins’ honor, this award recognizes the Tennessee Chapter’s Judy Keller, TPW Magazine
nominee for the APWA’s Harry Swearingen Award. Harry Swearingen (1900-1950) worked Bo Mills, Germantown
untiringly on behalf of the association and its purposes and was the state co-chairman for David Brace, Knoxville
the association in California. This award is made to that person who deserves recognition Phillip Jones, Nashville
for work performed on behalf of the APWA through his/her chapter.
Roger Clark Award Kimberly Strong, Chattanooga
Recipient: TCAPWA member for work done on behalf of the Tennessee Chapter
Roger Clark Award
Established in Roger Clark’s honor, this award recognizes the Tennessee Chapter’s
nominee for APWA’s Special Service Award for dedication and service to the Tennessee Mark Macy, Metro Nashville
Chapter of the APWA. Manny Belen, Memphis
Edward C. Archer Young Public Works Leader of the Year Award
Recipient: TCAPWA Young Professional (35 years of age or younger) Calvin Clifton, Mattern & Craig, Inc.
Nicholas Bradshaw, Knoxville
Established in Ed Archer’s honor, this award is presented to an individual who, over the Phillip Jones, Metro Nashville
person’s young professional career, has contributed to the advancement of Public Works
and TCAPWA. The recipient shall be active in TCAPWA, including participation in Edward C. Archer Young PW
meetings and activities at the branch and chapter levels. Leader of the Year Award
Charles Walter Nichols Award
Recipient: TCAPWA member, municipal employee in the field of sanitation Jesus Ortega-Valenzuela, Alcoa
Justin Holland, Chattanooga
The purpose of the Charles Walter Nichols Award is to recognize outstanding and Britt Elmore, Chattanooga
meritorious achievements in the Public Works field. A recipient must be an active member
of APWA and must be engaged in full-time employment by a political subdivision of a state JD Lane, Nashville
or province. The field of activity for this award is sanitation in the broadest sense: street Kristin Franklin, Chattanooga
sanitation, refuse collection and disposal, sewers, sewage treatment, and water supply and
treatment. Charles Walter Nichols Award
Frank Kirk Meritorious Service Award
Recipient: TCAPWA member who works in private enterprise or at an academic institution Loretta Hopper, Signal Mountain

Established in Frank Kirk’s honor, the Meritorious Service Award acknowledges the Sam Holloway, Alcoa
important role that APWA members in private enterprise and academic institutions play in

Recipients of these awards will be announced at the 2019 TCAPWA/SWANA Annual Lauran Canacaris, LDA Engineering
Conference in Chattanooga, on Thursday, November 7 at the Chapter Awards Ceremony.
