Translating Street Design Concept for
Municipalities in Tennessee

Summary: Streets have been evolving in recent
years to require more holistic designs to benefit
a variety of interests. Designs have moved
from a focus on vehicles to creating space for
all users with the environment and economy in
mind. This session will include an overview of
the Global Streets Design Guide with a focus on
personal experience in a case study street. We
will also explore how to translate global street
design concepts to best apply these initiatives
in our local communities.
New Money for Old Problems:
Transportation Utility Fee
Presenters: Houston Daugherty, Cannon &

Summary: Municipalities provide a wide array
of services for their citizenries: law enforcement,
fire protection, recreation, libraries, etc. These
are typically funded through the property taxes
that are directed to the general funds. In most
cases, utility services are fee-based and not tax-
based. Most citizens and governmental officials
alike don’t recognize the most expensive and
most used municipal utility is the transportation
system. Governments can implement a viable,
sustainable system to proactively manage
their transportation infrastructure. The method
is called a Transportation Utility Fee (TUF),
an enterprise fund for transportation system
management, planning, design, construction and
maintenance. A TUF can include all aspects of
transportation including roadways, sidewalks,
greenways, etc.
New Pavement Products and Techniques
Presenters: Chad Collier, Collier Engineering;
Donald Reid, Metropolitan Government of
Nashville and Davidson County
Summary: Pavement Management Systems will
give a presentation about some new products
and techniques that they used inside the
Davidson County paving program to help better
maintain the network. Some of those include:
Infrared Pavement Repair, Spin Casting CMP,
Fog Seals, Scrub Seals, Pavement Rejuvenation,
FDR, Elephant Armor, various Geo Textiles and
more.
Nashville’s Solid Waste Masterplan: The
Drive Towards Zero Waste
Presenters: Sharon Smith, Assistant Director,
Metro Public Works; Martin Sanford, PE, Senior
Project Manager, CDM Smith; Zack Daniel, PE,
Client Service Leader, CDM Smith
Summary: Beginning in 2017, the Metropolitan
Government of Nashville and Davidson County
(Metro) Public Works Department, along with
lead consultant CDM Smith, and their teaming
partners LDA, Wilmot, Skumatz Economic
Research Associates (SERA), Resource Recycling
Systems (RRS) and The Ingram Group, began
working on the development of the City’s first
long-term, “zero waste” solid waste masterplan.
The purpose of the plan was to evaluate Metro’s
existing solid waste management system and
provide options to improve and enhance the
system and increase waste reduction and
diversion with the ultimate goal of zero waste.
This presentation will provide the background
of the decision to move towards the long-term
“zero-waste” plan, progress on the development
of the plan to date and an initial look at

TDOT’s New Multimodel Guidelines and
How They Can Benefit You
Presenters: Jon Storey, Gresham Smith; Ali
Hangul, TDOT; Jessica Wilson, TDOT
Summary: TDOT’s multimodal design guidance
fulfills the purpose set forth by the TDOT
Multimodal Access Policy. In all, over 40
sources were utilized in the development of the
guidance. Many new concepts were introduced
into TDOT guidance including design flexibility, the forefront of a changing market. Lincoln will
target speed, reinforcing ADA/PROWAG
requirements, wider buffers between motor
vehicles and pedestrians/cyclists, and midblock
crosswalk guidance. The guidance was adopted
and posted on TDOT’s website in May 2018, and
training sessions took place in June 2018.

Solving the Problem of Employing Adults
with Disabilities Through Recycling
Electronic Waste
Presenter: Rebeckah Dopp
Summary: Can you imagine a workforce with
less than 10 percent employee turnover, zero
absenteeism, a lost time in accident rate of .5
per 100 workers, and 98 percent on the clock
task engagement? With today’s unemployment
rate hovering at 2 percent, finding qualified
workers to take on the often routine tasks in
manufacturing and recycling can be difficult.
However, Electronics Recycling Solutions and
others have found a way to incorporate our
adults with autism and other disabilities and
provide the types of statistics just listed.
Solve two problems, wasted talent and wasted
resources, by hiring adults with disabilities.

How To Leverage It For Your Local
Government

Summary: The Tennessee Materials Marketplace
(TMM) is an online platform to help businesses,
non-profits, and local institutions find the
highest, best use for materials that might
otherwise be disposed of in a landfill. One
exciting opportunity afforded by the marketplace
is the ability of local governments to leverage
resources to support their local programs.

Summary: Waste, especially recycling, is
always changing. Markets are changing,
value of commodities are changing, and cost
of production is changing. In a business of
change, how do you grow, increase, or at a
minimum not go down with the ship? In this
presentation, Lincoln Young, the Director of
Sustainability for Rockwood Recycling is going
to discuss how Rockwood has tried to stay at
discuss navigating changes, staying open and
flexible to new ideas, and the use of networks
and partnership to secure growth.
Using Drones for Solid Waste Management
Speaker: Jim Albert
Summary: Drones, otherwise known as
Unmanned Aerial Vehicle (UAS) systems, are
a great resource for use in the solid waste
industry and landfill management. Routine
operations in a typical landfill include
verification that the solid waste (fill) is being
placed in accordance with the approved permit,
developing and analyzing surface models to
determine the volume of waste placed over a
period, and determining the quantity (volume)
of space available for placement of waste. The
information and data acquired to perform these
operations are typically gathered by ground
surveying techniques. During a routine ground
survey, the survey crew would gather the point
data of the area and produce a Triangulated
Irregular Network (TIN) to create the surface
model. Through this presentation, I intend to
prove the accuracy and efficiency of using a UAV
system that is more cost-effective and accurate
than traditional surveying techniques.
