2019 TCAPWA Awards
A.C. Lock Public Works Leader of the Year Award Jones
Phillip Jones, Assistant Director of Operations, Metro Nashville Wiggins
Fox
Phillip Jones has served TCAPWA in an exceptional capacity over the past Skaggs
several years. He has filled almost every office in our organization, starting out on
committees and then moving to the Middle Branch Directorship, Vice-President,
President Elect and President offices. Exhibiting a positive influence and a can-do
attitude, he has shown leadership and accomplished every task he has been asked
to take on. Jones continues to build the Association by bringing on new members
and encouraging his staff to take positions of responsibility. He is a long-standing
member of APWA, with over 24 years of service to Metro Nashville Public Works.
Jones plays a vital role in setting the bar high and driving the Association to new
heights.
W. Larry Eddins Award
Kenny Wiggins, Retired, Public Services Director, City of Alcoa
For the last 27 years, Kenny Wiggins has served as City of Alcoa Public Services
Director (including both Electric and Public Works Departments). Prior to that,
he was Public Works and Engineering Director. Since July 1993, he has been an
active member of TCAPWA, acting as a strong advocate for Alcoa’s involvement,
and as an ambassador for other individuals, businesses and organizations to
become active in their chapters. Wiggins has been instrumental in connecting the
community, schools, and employees of Alcoa to TCAPWA through the promotion
of National Public Works Weeks and events such as Community Helpers, Touch-
a-Truck and a citywide equipment rodeo. As chapter treasurer since 2003, he also
served as the chapter’s Upper East Director from 2000-2007.
Roger Clark Award
John Fox, Operations Assistant, Collierville
John Fox was nominated for his outstanding service and dedication to the Public
Works community over the past twelve years. An active TCAPWA member
since 2007, he has served as West Branch Director, TPWI instructor, and Vice
President of TCAPWA. In 2014, he was selected as the West Branch Director,
where he served four years scheduling and coordinating various West Branch
meetings and events. During his time as West Branch Director, Fox also frequently
coordinated his meetings with local food drives where canned items were brought
into meetings by members for participation in raffles. Proceeds were given to local
charities, food banks, and associated groups. Over the past year Fox has worked
with the Board of Directors to increase participation and membership of young
professionals.
Edward C. Archer Young Public Works Leader of the Year Award
Ethan Skaggs, Street Maintenance Manager, City of Memphis
Ethan Skaggs serves as a prime example of this award through the commitment
and contributions he has made towards the advancement of the Public Works field
and TCAPWA. Skaggs has been instrumental in forming and leading the West
Branch of the Public Works Young Professionals, helping with many different
activities in the branch. He also has applied for the APWA Young Leadership
Academy. The Tennessee Chapter has supported his application for this honor.
