Ron Abraham, P.E., BCEE is a process engineer in Gresham Smith’s
Water + Environment practice with more than 30 years of experience in
project management and design engineering for water, wastewater, and
industrial treatment projects.
Mike Adams is Public Works Director for the city of Bartlett and serves
as Director of the TCAPWA West Branch.
Mike Bernard, P.E. is a Principal at Smith Seckman Reid, Inc., a
consulting engineering firm based in Nashville. Mike is certified as a
Sustainability Professional (ENV SP) by the Institute of Sustainable Infra-
structure and is a registered professional engineer in seven states. Over the
course of his career, Mike has become a leader in the water and wastewater
treatment fields and is a frequent speaker and author on the subject. Levi Sciara, P.E. is a civil engineer at Gresham Smith. With more than
Shannon Bryant is a freelance writer and editor and owns The Plucky
Pen, her Knoxville-based media business. She has 12 years of experience in
journalism with publications like Shopper-News, The Knoxville Mercury,
and The Slippery Rock Gazette. Most recently, she is writing for local news
website KnoxTNToday.com. She holds a BA in Writing/Communications
from Maryville College.
Ashley Cabrera is a Creative Services Consultant with the Office of
Policy and Sustainable Practices. Her responsibilities include working with
publications, editing articles, overseeing the office’s social media pages and
newsletter. She also manages the Get Food Smart TN program. Ashley
received a Bachelor of Science degree in Political Science and minor in
Journalism from Austin Peay State University.
Andrew Clark, P.E. is a Vice President and Project Manager at Barge
Design Solutions, Inc. He has 23 years of experience in the design of water
and wastewater treatment systems. Andrew is member of the Water Envi-
ronment Federation and the Tennessee Society of Professional Engineers.
G. Dwayne Frye, P.E. is a Senior Project Engineer with the KUB Water
Systems Engineering Department. He also is a Past-President of the
KY-TN Water Environment Association (1993-1994) and has received
recognition for his career contributions in the environmental field.
Herschel Hall, P.E. is a Team Leader and Project Manager in KUB’s
Water Systems Engineering Department. He serves as the Tennessee Co-
Chair for the Collections Committee of the Kentucky-Tennessee Water
Environment Association.
Colline M. Miller is Public Relations Coordinator for the Chattanooga
Department of Public Works. She is responsible for serving as the primary
media liaison and public communications contact. She was born and
raised in Jamesville, NY and moved to Chattanooga in 2016 from Wash-
ington, D.C.
10 years of experience, he excels in incorporating low impact development
practices into stormwater design while minimizing costs for clients.
Ethan W. Skaggs, P.E. is a Senior Design Engineer and Project Manager
with the City of Memphis, Division of Engineering. He obtained his
BSCE from the University of Memphis, concentrating in Transportation
Engineering, and is a licensed Professional Engineer in TN. He has over
13 years of experience in both the private and public sectors. He currently
serves as a volunteer, helping organize events and raise awareness for the
TCAPWA West Branch YP group.
Lisa Hood Skinner, CTA is a seasoned journalist, brand strategist and
marketer who’s lived and worked around the world. In recent years she’s
provided communications/strategic messaging for East Tennessee’s In-
novation Valley and Tennessee Valley Authority. In the last five years, she
has won three Golden Press Card Awards from the Society of Professional
Journalists, East Tennessee chapter.
Eric Sines is Director of Public Works for the city of Collegedale and
serves as Director of the TCAPWA Lower East Branch.
Akeem Turner, P.E. is a project engineer in Gresham Smith’s Water +
Environment practice with expertise in pumping and treatment facili-
ties, water and sewer line projects and coordination projects.
