Calling for Nominations for 2026 TCAPWA Awards
The Awards Committee is seeking nominations from our chapter members and friends of the chapter for TCAPWA’s 2026 Annual
Awards. Please take a few minutes of your time to nominate someone for the awards listed below.
W. Larry Eddins Award
Recipient criteria: TCAPWA member for work done on behalf of APWA
Established in Larry Eddins’ honor, this award recognizes the Tennessee Chapter’s nominee for the APWA’s Harry Swearingen
Award. Harry Swearingen (1900-1950) worked untiringly on behalf of the association and its purposes and was the state co-chairman
for the association in California. This award is made to that person who deserves recognition for work performed on behalf of the
APWA through his/her chapter.
Roger Clark Award
Recipient criteria: TCAPWA member for work done on behalf of the Tennessee Chapter
Established in Roger Clark’s honor, this award recognizes the Tennessee Chapter’s nominee for APWA’s Special Service Award for
dedication and service to the Tennessee Chapter of the APWA.
Edward C. Archer Young Public Works Leader of the Year Award
Recipient criteria: TCAPWA Young Professional (35 years of age or younger)
Established in Ed Archer’s honor, this award is presented to an individual who, over the person’s young professional career, has
contributed to the advancement of Public Works and TCAPWA. The recipient shall be active in TCAPWA, including participation in
meetings and activities at the branch and chapter levels.
Charles Walter Nichols Award
Recipient criteria: TCAPWA member, municipal employee in the field of sanitation
The purpose of the Charles Walter Nichols Award is to recognize outstanding and meritorious achievements in the Public Works
field. A recipient must be an active member of TCAPWA and must be engaged in full-time employment by a political subdivision
of a state or province. The field of activity for this award is sanitation in the broadest sense: street sanitation, refuse collection and
disposal, sewers, sewage treatment, and water supply and treatment.
Frank Kirk Meritorious Service Award
Recipient criteria: TCAPWA member who works in private enterprise or at an academic institution
Established in Frank Kirk’s honor, the Meritorious Service Award acknowledges the important role that APWA members in
private enterprise and academic institutions play in providing Public Works facilities and services. This award is based on the quality,
efficiency or cost-effectiveness of services provided by public agencies.
Tennessee Chapter - Award of Merit
Recipient criteria: Operations level Public Works or related agency employee
The Award of Merit recognizes the dedicated service of the Public Works or related agency personnel at the operations level who
perform their responsibilities in an exceptionally efficient and courteous manner.
Mark Miller Tennessee Public Works Project of the Year Award
Recipient criteria: Tennessee municipality for outstanding Public Works project
This award recognizes a project in a Tennessee municipality that epitomizes outstanding planning, construction and management.
This project becomes one of the Tennessee Chapter’s nominations to the National APWA Top Ten Projects of the Year.
TCAPWA Bob Freudenthal Public Utility Project of the Year Award
Recipient criteria: Public Sector Projects of exceptional importance and innovation in utility services.
This award celebrates a public sector project of exceptional importance and innovation in utility services. It recognizes
achievements that showcase creativity, efficiency and a meaningful impact on the community. This project becomes one of the
Tennessee Chapter’s nominations to the National APWA Top Ten Projects of the Year.

Nominations for all Awards and Projects of the Year may be emailed or submitted online using the QR Code

Additional information can be found on the website tennessee.apwa.org. The deadline for nominations is
August 21, 2026.
Awards Presentation Luncheon APPLY ONLINE
The individuals or the designated representatives of the public agency, contractor and consultant will be presented their plaques
on Thursday, October 15, 2026 at the TCAPWA/SWANA Annual Conference Awards Ceremony. The winners are featured in TPW
Magazine. In addition, the TCAPWA 2026 Projects of the Year become the Tennessee Chapter’s submissions for APWA’s National Top
Ten Project of the Year Award in 2027.
