Jeffery P. Brown, P.E., is APWA Region III Director and Assistant Town Manager, Town of Wendell, NC.
John Chlarson, P. E., C.P.M,, is a public works, engineering and utilities consultant for the University of Tennessee’s Municipal
Technical Advisory Service, an agency of the UT Institute for Public Service. Chlarson also serves as TCAPWA Chapter Secretary and
Co-Chair of TCAPWA’s Tennessee Public Works Institute (TPWI). He is also ad-hoc secretary and MTAS liaison to the Tennessee
Stormwater Association. He serves on the national APWA Water Resources Management Committee. He is also a member of TDEC’s
Water Reuse Taskforce.
David Collins is Lower East Tennessee Branch Director and Administrative Manager for the City of Chattanooga.
Rick Cooper is City of Chattanooga Manager of City Wide Services SSA Street Maintenance Division.
Houston Daughtery, P.E. is Market Growth Director at Ardurra.
Shelia Huffmire, P.E., is the new Middle Tennessee Public Works Consultant for Municipal Technical Advisory Services (MTAS), an
agency of the University of Tennessee Institute for Public Services.
Klair Kimmey is Publisher of Tennessee Public Works Magazine. She earned a BFA from the University of Tennessee. After a
successful corporate career, she has for over 24 years managed her own design firm, K. Kimmey Design.
Quineka Moten is with the City of Knoxville Public Service Department.
William “Rocky” Robinson is Middle Tennessee Branch Director and Transportation Administrator for the Metropolitan
Government of Nashville and Davidson County.
Lisa Hood Skinner, CTA, is a seasoned journalist, brand strategist and marketer who’s lived and worked around the world. In recent
years she’s provided communications/strategic messaging for East Tennessee’s Innovation Valley and Tennessee Valley Authority.
Within the last decade, she’s won five Golden Press Card Awards from the Society of Professional Journalists, East Tennessee Chapter.
Jonathan Whitfield is West Tennessee Branch Director and City of Memphis Public Works Street and Right of Way Maintenance
Administrator.
