and serves as Director of the TCAPWA West Branch.

Nicholas Bradshaw is the Deputy Director of Fleet Services for
the City of Knoxville and also serves as the Director of the Upper
East Branch of TCAPWA. Nicholas has served the City of Knox-
ville for over ten years in various capacities in the fields of public egate for TCAPWA.

an MBA in Human Resource Management from Bryan College.
John Calvert, PWLF, has served as TPWI Coordinator since he
helped found it in 2003. He has more than 35 years of experience
in Public Works, having retired from the City of Oak Ridge in
2003 after 28 years. John has served as Technical Consultant with
Pavement Technology, Inc., since 2003 where he has worked with
numerous local and state agencies promoting proper pavement
management and preservation. He has taught pavement manage-
ment classes for various LTAP centers and APWA chapters. He
served as TCAPWA Chapter Administrator from 2007 to 2012.
He received APWA’s designation as a Public Works Leadership
Fellow in 2011.
Stefanie Farrell is a Client Service Manager and Project
Manager at LDA Engineering. She manages a broad range of
clients and projects throughout East Tennessee. Her background
includes working at Hallsdale-Powell Utility District as the Engi-
neering Services Coordinator and at TDEC. Cortnye Stone is the Communications Director for the Metro
Jonathan Herrmann is news editor of the News-Herald, a
weekly newspaper in Lenoir City.
William “Rocky” Robinson has over 14 years of service with
Metro Nashville Public Works. He is responsible for represent-
ing Public Works on all Fleet purchases, specifications, and fuel
inquiries. Rocky also is responsible for all operations coordina-
tion activities, including emergency management, safety, and
accreditation, and is currently the department’s Accreditation
Manager. He serves as the Alternate Council of Chapters Del-
Ethan W. Skaggs, P.E. is a Senior Design Engineer and Project
Manager with the City of Memphis, Division of Engineering.
He obtained his BSCE from the University of Memphis, concen-
trating in Transportation Engineering, and is a licensed Profes-
sional Engineer. Ethan has over 13 years of experience in both
the private and public sectors. He currently serves as a volunteer,
helping organize events and raise awareness for the TCAPWA
West Branch YP group.
Lisa Hood Skinner, CTA, is a seasoned journalist, brand strat-
egist and marketer who’s lived and worked around the world. In
recent years she’s provided communications/strategic messaging
for East Tennessee’s Innovation Valley and Tennessee Valley Au-
thority. In the last six years, Lisa has won five Golden Press Card
Awards for excellence in writing from the Society of Professional
Journalists, East Tennessee chapter.
Nashville Department of Public Works. She has experience work-
ing on issues related to transportation planning, public infra-
structure, and sustainability. She’s a Nashville native.
