Emily Assenmacher is City of Alcoa Public Information Officer.
Nicholas Bradshaw is the Deputy Director of Fleet Services for the City of Knoxville and also serves as the Director of the Upper
East Branch of TCAPWA. Nicholas has served the City of Knoxville for over 10 years in various capacities in the fields of Public
Works and human resources. He holds a Master’s degree in Public Administration from the University of Tennessee and also holds an
MBA in Human Resource Management from Bryan College.
Megan Brooks, P.E., is City of Alcoa Development Services Director.
Sheryl Chino, A.I.C.P., P.M.P., is Paducah Office Principal at HDR.
Houston Daugherty, P.E. is President/CEO of Cannon & Cannon Inc.
Lauren Gaines is a Project Manager with Barge Design Solutions in the middle Tennessee area. Lauren has been with Barge for
over 7 years and predominately works with public sector clients on roadway and infrastructure grants, planning studies, design, and
construction inspection.
Klair Kimmey is Publisher of Tennessee Public Works Magazine. She earned a BFA from the University of Tennessee. After a
successful corporate career, she has for the past 17 years managed her own design firm, K. Kimmey Design.
Ethan Skaggs, P.E., is TCAPWA West Branch Director, and Germantown’s City Engineer. Formerly Principal Engineer for LDA
Engineering, he also was Construction Survey Administrator for the City of Memphis after serving several years as Senior Design
Engineer for the City of Memphis, Division of Engineering. He obtained his BSCE from the University of Memphis, concentrating
in Transportation Engineering, and is a licensed Professional Engineer. Ethan has over 14 years of experience in both the private and
public sectors.
Lisa Hood Skinner, CTA is a seasoned journalist, brand strategist and marketer who’s lived and worked around the world. In recent
years she’s provided communications/strategic messaging for East Tennessee’s Innovation Valley and Tennessee Valley Authority. In
the last six years, she has won five Golden Press Card Awards from the Society of Professional Journalists, East Tennessee chapter.
Wendy Smith is the PR and Marketing Coordinator for the Town of Farragut. When she’s not reading, writing or riding her bike,
Wendy enjoys spending time with her husband, Ed, and their three nearly-perfect children.
